CONSULTANCY – TERMS OF REFERENCE

Consultant – Report Development Officer, HQ Amman

BACKGROUND

The UNRWA Medium Term Strategy (2010-15) and its successor Medium Term Strategy (2016-21), each contain a comprehensive Common Monitoring Matrix that includes outputs and indicators throughout the results chain, including indicators of cost efficiency and effectiveness. Commencing in 2016, measuring progress against clearly defined indicators contained within the Common Monitoring Matrix (2010-2015), within Emergency Appeals and the UNRWA Resource Mobilisation Strategy will be accomplished through an omnibus report currently under the working title of the Unified Results Report (URR), an instrument that amalgamates the following under one umbrella document: (i) harmonized results report (annual report); (ii) Syria crisis response annual report; (iii) occupied Palestinian territory (oPt) emergency appeal annual report; (iv) annual report of the Commissioner-General to the General Assembly; (v) department of education reform strategy (annual report); (vi) department of health reform strategy (annual report); (vii) annual report against the 2011-15 resource mobilisation strategy; and (viii) the UNRWA statistics bulletin (annual report). The URR is due to be published in April of 2016.

Under the daily supervision of the Senior Programme Officer and the general supervision of the Deputy Director, the Consultant, will work in the Department of Planning in a role focused on providing increased capacity towards the development and finalization of the URR and other initiatives in a support or lead capacity. The work is based in Amman.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES

· Support the Agency’s current monitoring, planning and reporting efforts by coordinating the development of the URR, while taking the lead in developing specific sections of the report;

· Through the focused and consistent application of a client service approach, ensure strong communication and coordination with URR focal points across all UNRWA Field Offices and Headquarters Departments;

· Act as the focal point for technical support for the Agency wide Annual Results Review, an event that provides an opportunity for the UNRWA Deputy Commissioner General, Field and Headquarters’ Directors, Deputy Directors and other key staff to: (i) discuss the operational environment that affects the achievement of programmatic outcomes; (ii) successes and challenges; (iii) unintended consequences arising from programmatic and financial factors; and (iv) overall status towards achieving the Human Development Goals for the Palestine refugee population that UNRWA serves;

· Identify, adapt and incorporate major lessons learned and good practice to strengthen planning, monitoring and reporting;

· Other tasks that may be assigned.

QUALIFICATIONS AND EXPERIENCE

· A university degree from an accredited educational institution, in development/humanitarian studies or other related field;

· Two to four years of experience with progressively increasing responsibilities working at national, regional and international levels.

· Fluency in English and strong writing skills;

· Understanding of programme cycle management, logical framework approach and monitoring and evaluation.

COMPETENCIES

· Demonstrated analytical abilities and problem solving skills and an excellent attention to detail;

· Strong interpersonal and communication skills and proven ability to work in a multi-cultural setting and in teams with diversity of backgrounds and skills;

· Strong organizational skills and ability to meet deadlines and to manage multiple tasks effectively and efficiently;

· Ability to independently plan and manage work processes.

DESIRABLE QUALIFICATIONS

· An advanced university degree in the fields mentioned above.

· Experience in the Middle East region.

· Familiarity with Palestine refugee issues.

· Familiarity with humanitarian response issues.

SUPERVISION AND REPORTING

The position directly reports to the Senior Programme Officer and is under the general supervision of the Deputy Director.

CONDITIONS OF SERVICE

· The duration of the consultancy is 4 to 5 months with the expected start date in January 2016.

· Remuneration for this consultancy will range from $3,000 to $4,000 per month depending on qualifications and experience.
