MAIN RESPONSIBILITIES

In accordance with established Agency policy and procedures, the incumbent:

(A) Support departments to mainstream MHPSS into their existing services. Including support to develop structures for staff care, defining roles and responsibilities for staff working on MHPSS and development of physical structures;

(B) Oversight and quality assure implementation of newly developed referral system;

(C) Support capacity building processes for staff to better deal with MHPSS in their daily work;

(D) Coordinate with the Lebanese Ministry of Public Health on implementation of the National Mental Health Strategy and its strategic objectives that support the mental health of Palestine Refugees ;

(E) Contribute to the development of MHPSS policy by UNRWA HQ, providing best practice input from the LFO;

(F) Ensure timely, efficient and effective implementation of the work plan according to the psychosocial component of the agreement with UNICEF/GIZ and adjust the work plan when and where necessary to ensure that the project outputs are aligned with UNRWA programme priorities;

(G) Ensure coordination and linkages between the different MH/PSS components implemented within the framework of the different UNRWA departments and installations;

(H) Adjust the project’s work plan in coordination with UNICEF/GIZ, when and where necessary, to ensure that the project outputs are aligned with UNRWA programme priorities;

(I) Follow up with the relevant implementing programme departments in UNRWA to ensure conformity with partnership agreement and provide advice and guidance as required;

(J) Act as the focal point in UNRWA for UNICEF/GIZ, prepare periodic progress reports, organize field visits, support the preparation of visibility material/activities as required;

(K) Carry out the financial monitoring of the project;

(L) Identify operations, administrative and other constraints which may affect project implementation and propose solutions to improve quality, timeliness, and cost effectiveness;

(M) Ensure that all technical and financial matters are handled appropriately during and at the end of the project;

(N) Provide regular reports and updates on project activities to UNICEF/GIZ (i.e. narrative reports and financial reports) in coordination with UNRWA Donor Relations Department and under the supervision of UNRWA front management;

(O) Perform any other duties as required.

PERSONAL & PROFESSIONAL COMPETENCIES

****(A) Academic and Professional****

Masters degree in a relevant fields preferably mental health and/or psychosocial support.

****(B)**** ****Experience****

5 – 6 years work experience in the field of MHPSS, previous experience in NGO, INGO or UN Agency required.

****(C) Language****

English mandatory, Arabic preferred

Excellent oral and written communication skills

****(D) Skills and Competencies****

· In-depth understanding of mental health and psychosocial support policies and programming to support refugees;

· Ability to advise on policy development and programme strategies. Experience in donor project management in MHPSS;

· Strong organization, interpersonal and coordination skills;

· Proven critical thinking, creativity, innovative, analytical and drafting skills;

· Experience in managing and motivating a small team;

· Ability to develop clear goals and identify priority activities and assignments;

· Proficiency in computer applications including internet, social science statistical applications, word processing, spreadsheets and database; and

· Ability to establish and maintain effective working relations with colleagues and others in a team environment and with people of diverse backgrounds, cultures and nationalities.

DESIRABLE QUALIFICATIONS

Knowledge of UNRWA Rules and regulation;

Previous experience with a UN organization, NGO, or donor government

Experience with relevant computer applications including word processing, spreadsheets and database packages

CONDITIONS OF SERVICE

Salary: As per relevant salary scale.

Contract Duration: 12 Months Extendable.

EQUIVALENCY

Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

In this regard, if a candidate has a close relative (mother, father, brother, sister, son or daughter) who is already employed by the Agency, he/she can only be employed if the Agency is unable to find another suitable candidate.

UNRWA staff members with fixed term appointments may apply for any consultant/contractor consultancy while in service. Upon selection, a staff member may be offered the consultant/contractor contract upon resignation from fixed term appointments and a three month break-in-service.

Candidates who are no longer employed by the Agency must have a minimum of 3 months break-in-service, before they apply to any consultant/contract positions.

As an Area post, preference will be given to local candidates already based in the duty station of the post.

TECHNICAL & PRACTICAL TESTS REQUIRED:

Short-listed candidates will sit for one test:

  • Written technical test (60%).
  • Interview (40%).

The top 05 scoring candidates in the written technical test given that none have scored less than 50%; will be invited for an interview.
