PURPOSE OF THE POST:

Under the guidance of the Deputy Representative and in close collaboration with all Section Chiefs and Chief of Operations, the position will support the management, monitoring and reporting the Humanitarian response, through

· Providing technical assistance and guidance to UNICEF CP Colleagues, Government Counterparts and Implementing Partners for effective implementation of the Core Commitments for Children (CCCs) in Humanitarian Action.

· Undertaking regular field visits to emergency project areas, to assess local conditions and monitor project progress and resources utilization.

· Supporting decision making on planning, response/follow-up of actions, monitoring and evaluation of Country office (CO) humanitarian response

· Participating in discussions with the EMT and Sector coordination mechanisms, partners and allies, to advocate and/or assist counterparts in the assessments, implementation of emergency assistance and coordination.

· Drafting inputs into the SITEREPs and reports as requested.

· Collating availability of resources (Funding, Supplies and coordinating planning for Emergency related Travel)

· Support office-wide participation in regular risk analysis and preparedness exercises and support Government-led contingency planning ensuring UNICEF support to priority sectors.

· The incumbent will ensure CCC sensitive programming, foster harmonious relations with partners and support organizational learning and complementary strategies including the UNICEF Approach to Resilience.

· Request is for12 months in order to effectively coordinate response to the Burundi Refugee Influx projected to increase pre and post Presidential elections in neighboring Burundi.

MAJOR DUTIES AND RESPONSIBILITIES:

  1. Coordinate the planning, implementation, monitoring and reporting of the CO Emergency response.
  2. Act as a focal point for Emergency Man agent team (EMT) meetings and analyze outputs from Sector coordination mechanisms, emergency related field trip reports, to advocate and/or assist CO in the assessments, implementation of emergency assistance and coordination.
  3. Undertaking regular field visits to emergency project areas, to assess local conditions and monitor project progress and resources utilization.
  4. Supporting decision making on response/follow-up of actions, monitoring and evaluation of CO humanitarian response
  5. In collaboration with all Technical Section Emergency focal points review draft inputs into the CO Situation Reports (SITREPs) and reports and respect deadlines.
  6. Collating availability of resources (Funding, Supplies, and coordinate in country emergency related field travel).
  7. Ensure CCC sensitive programming, foster harmonious relations with partners and support organizational learning and complementary strategies including the UNICEF Approach to Resilience.
  8. Liaise with Communication for Development (C4D) unit and share lessons learned through the emergency which might inform UNICEF’s future Humanitarian response programming approach.
  9. Support monitoring and evaluation of programme progress and achievements, as well as building cross-sectoral linkages and learning
  10. The incumbent will remain abreast of related institutional strategies and policies, to ensure maximum complementarity between programmes and approaches.
  11. Assist the Senior Management on fundraising activities, including review of and input into UNICEF project proposals, and contribution to strategic engagement with donors;
  12. Work alongside the Deputy Representative, Section Chiefs, Section’s Emergency Focal Points and relevant implementing partners on issues pertaining to Programme Cooperation Agreements (PCAs), including PCAs activation and termination, and review of partners’ related proposals and reports.

DESIRED BACKGROUND AND EXPERIENCE:

Education:Advanced University Degree in Humanities, Social Sciences, Monitoring and Evaluation or equivalent relevant experience.

Work Experience:Five (5) years of responsible professional work experience at national in Emergency response programming and management, monitoring and evaluation. Familiarity with working with GoR and partners including UNHCR and Refugee communities in Rwanda a distinct advantage.

· Understanding of “Do No Harm” Principles and experience applying principles in practice

· Experience and training in Emergency Programming and M&E

· Excellent writing, Communication, facilitation, reporting skills and Coordination skills

· Knowledge of computer management and applications.

· Ability to work in an international and multicultural environment.

· Ability to work in unstable environment.

· Fluency in English required and knowledge of the Local language is an asset.

MINIMUM QUALIFICATIONS AND EXPERIENCE

Language Proficiency:Fluency in Kinyarwanda, and English is the working language.
