PSI seeks applicants for the position of Financial Analyst in its Washington, DC office with the Family Planning and Reproductive Health (FPRH) Department. The Financial Analyst will monitor the overall financial/contractual status of large grants, conduct required analyses, and provide financial support, including budget development, for domestic and overseas program staff, with oversight from the FPRH Senior Program Manager. The Financial Analyst reports to the Senior Program Manager. Travel is expected to be 5%.
RESPONSIBILITIES:
Financial and Contractual Management

  • Responsible for the financial performance and efficiency of centrally managed projects: analyze country/project monthly spend rates and proactively highlight possible problem areas, identify underlying causes, and propose solutions; review suspense accounts and accounts receivable; conduct financial project close out coordination;
  • Work closely with the Billing and Revenue Accountant to manage timely submission of donor invoices including their preparation, review, analysis, coordination with project country teams for invoice analysis, and approval by project managers;
  • Coordinate with regional financial analysts to ensure integrity of financial reporting on centrally funded projects;
  • Prepare, review and monitor project spend out plans and forecasts;
  • Provide assistance to the FPRH team regarding financial management and compliance with PSI procedures;
  • Manage FPRH labor trackers to ensure appropriate salary expenditure; update team members labor trackers as necessary and serve as primary point of contact for any questions or issues;
  • Coordinate with Contract departments to assure adherence to donor guidelines for sub-awards, consultants, and other contractual issues as well as set-up new project codes for new agreements and work orders under centrally managed projects;
  • Prepare transaction detail analysis and re-class expenses as necessary;
  • Review the S/D report and alert the Senior Program Manager on significant variances in advance of the quarterly S/D meeting, research the reasons for the variance and propose corrective action when applicable;
  • Prepare analyses of project spending such as cost per CYP, cost per insertion, cost per distribution and other requested financial analyses that impact programmatic performance;
    Budget Development
  • Prepare new project budgets; Prepare modifications and realignments as necessary;
  • Coordinate and conduct budget review of country proposals for centrally funded projects;
  • Assist in the development and preparation of annual departmental budgets;
  • Work with the FPRH team and New Business Development to develop budgets for key proposals;
    Audit Preparation
  • Coordinate the preparation and implementation of audits, with the Audit manager, for centrally funded grants; Carry out sampling and auditing of sub-recipients under centrally funded grants;
    Subaward Management
  • Assist in setting up new subawards as necessary, in compliance with PSI policies;
  • Financial management of SIFPO subawards including reviewing and processing invoices and cash requests;
    Capacity Building
  • Facilitate orientations and trainings of program staff including sessions on financial budget management for DC-based and field staff; and
  • Develop templates and systems for monitoring and tracking spending against budgets for DC staff.
    QUALIFICATIONS:
  • BA in accounting or finance; MBA/MS in Finance highly preferred;
  • Minimum 3+ yrs experience with financial, accounting and/or contract regulations;
  • Excellent organizational and multitasking capabilities; attention to detail is essential;
  • Ability to work in a fast-paced, team environment, and to prioritize and meet conflicting deadlines;
  • Must be proactive and demonstrate strong analytical and problem solving capabilities;
  • Excellent interpersonal and communications skills;
  • Experience with accounting software, databases and spreadsheets;
  • Work experience in a developing country is a strong advantage; and
  • Previous experience in managing major donor budgets is a strong advantage.
    Preference will be given to candidates with exposure to auditing, training and/or financial oversight of programs implemented in foreign countries; who express an interest in widening their perspective to bridge the program and financial aspects of the program; and have excellent oral and written communication skills, analytical skills, strong attention to detail, and an interactive nature.
