OVERVIEW OF THE PROJECT
The Local Area Development Programme is an initiative being implemented by our client and funded by EU. The overall objective of the project is to strengthen good governance in Iraq by improving delivery of public services, through improved planning and implementation processes at governorate level. The expected output will be improved capacity for planning and implementation at governorate level, resulting in higher budget execution and service delivery, leading towards better sector wide planning, moreover; improved communication and coordination between central and governorate levels, and increased participation of communities in local development.
§ Advanced university degree in Public Administration, Public Finance, Development Administration, Policy Sciences, and Education together with at least 10 years of relevant experience in managing institutional capacity building and training assignments in fragile/post conflict countries. A Bachelor Degree with additional years of relevant work experience, may substitute the requirement for a Master Degree.
§ Sound understanding of the political and development context of Iraq.
§ Good understanding and proven record of analytical work on public service reform and policy, Government planning and budgeting processes (e.g. public expenditure management, Government accounting systems, amongst others), participatory local governance, community participation and capacity building.
§ Technical and professional expertise in designing, implementing and evaluating public sector reform programmes, especially on Government planning and budgeting, in post-conflict and fragile states.
§ Experience in working with state governments within the context of current Iraq would be an advantage.
§ Demonstrated knowledge of gender and human rights issues and their application in public administration reform in conflict/post conflict situations and fragile states.
§ Knowledge and skills in technologies of instructions including online distance learning methodologies.
Languages: Excellent written and oral command of English – Arabic desirable.
Adaptability: Demonstrates ability to work in a multi-cultural and multidisciplinary environment. Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
Time management: Ability to work under tight deadlines.
Ethics and Integrity: Demonstrate integrity by modeling the humanitarian’s values and ethical standards.
Planning and Organizing: Effective organizational and problem solving skills and ability to manage a large volume of work in an efficient and timely manner. Ability to establish priorities and to plan, coordinate and monitor (own) work. Ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent activities.
Teamwork and respect for diversity: Ability to operate effectively across organizational boundaries. Ability to establish and maintain effective partnerships and harmonious working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender.

Remains calm, in control and good humored even under pressure. Demonstrates openness to change and ability to manage complexities.
