OVERVIEW OF THE PROJECT

The Local Area Development Programme is an initiative being implemented by our client and funded by EU. The overall objective of the project is to strengthen good governance in Iraq by improving delivery of public services, through improved planning and implementation processes at governorate level. The expected output will be improved capacity for planning and implementation at governorate level, resulting in higher budget execution and service delivery, leading towards better sector wide planning, moreover; improved communication and coordination between central and governorate levels, and increased participation of communities in local development.

ESSENTIAL EXPERIENCE

Education:

§ Master’s Degree in Education and Training or in any other related discipline with 10 years relevant experience. A Bachelor Degree with additional years of relevant work experience, may substitute the requirement for a Master Degree.

Work Experience:

§ Experience in the management of a Vocational Training, Coaching and Mentoring or equivalent level post-secondary education and training institution.

§ Experience in education, planning and quality based, demand driven training delivery in developing countries, preferably in Iraq.

§ Demonstrated professional commitment to inclusive processes and experience in developing gender and disability sensitive programs and activities.

§ Demonstrated cultural, gender, religion, race, nationality and age sensitivity and adaptability.

§ Knowledge of Iraq, the characteristics of the community and its various regions would be an asset.

§ Strong facilitation skills and proven experience of bringing together different stakeholders to carry forward complex processes and experience liaising with senior leaders.

§ Experience in preparing strategic planning documentation and reporting for Government agencies.

§ Ability and willingness to travel within country.

§ International experience and local area knowledge would be seen as desirable.

§ Knowledge of Microsoft Office (Word, Excel, Access and Outlook)

Languages: Excellent written and oral command of English – Arabic desirable.

Communication: Excellent communication (spoken and written) skills, including the ability to convey complex technical concepts both orally and in writing, in a clear, concise manner. Ability to formulate detailed technical reports.

Teamwork: Strong interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.

Decision making:Demonstrated ability to apply good judgement and decision making skills.

Planning and Organization: Ability to establish priorities and plan, coordinate and monitor work plans.
