Under the general supervision of the Head of Mission in Niger and in coordination with the Project Manager based in Niamey, Niger, the consultant will be responsible for the development of a practical handbook on procedures of border management in Niger. This work will be conducted in close collaboration with Niger authorities and other international actors in the field of security and borders.


The consulting main objective is to develop a practical manual on procedures for border management in Niger. The handbook will be designed for intermediate level officers at headquarters, regional departments as well as border posts and will quickly inform about the different procedures and support the training of junior officers on the bases of border management in Niger. The practical handbook should include in particular the following parts:

• Introduction
• General provisions
• Policies and procedures applicable at borders
• Documents verification and identification of cases of document fraud
• Punishment of crimes (investigations, eviction/deportation)
• Guidelines for border guards conducting interviews and establishing profiles
• Overview of the referencing procedures in place
• Appendix (standard forms, specific instructions)

In coordination with the project manager and her partners, and under the general supervision of the Head of Mission IOM Niger, the consultant will:

• Study legal and regulatory framework for border management in Niger
• Familiarize with procedures of formalities and applicable procedures both at headquarters and in the field
• Meet border management institutional bodies at headquarters and in the field (locate border posts)
• Meet international partners working on the topic
• Write a first draft of the handbook
• Organize national scale reading for manual validation by authorities
• Manage Layout and supervise the printing in due form of documents
• Organize, participate and facilitate a feedback workshop for manuals with government officials and partners

Complete any other tasks that may be assigned as part of the development of the manual

III. Deliverable and indicative calendar/timetable
Study of the legal framework and interviews with partners: day1 to 30
Writing a first draft of the handbook: day 30 to day 50
Proofreading drafts of the handbook with partners: day 50 to day 60
Update the handbook: day 60 to day 70
Finalization, layout, printing and release: day 70 to day 90

IV. Consulting duration
The consultancy duration is 90 days. The start date will be determined with the consultant.
