The Government of Australia is providing support under the Joint Understanding between Australia and Papua New Guinea on further bilateral cooperation on health, education and law and order to the Government of Papua New Guinea to develop key capital infrastructure investments in the health, education, law and justice and transport sectors. The Government of Australia has committed to lead and undertake the upfront master planning, scoping, design and feasibility assessments associated with these infrastructure investments and related works. To support the implementation of these investments a Technical Enabling Unit has been established to provide technical advice and services.
The Technical Enabling Unit is seeking to recruit an experienced Contracts and Procurement Specialist will work with TEU team members to provide procurement and contract management support on a range of contracts as a key component in the delivery of multiple project objectives.
Role and Responsibilities
- Develop, draft and provide advice on contractual and procurement documentation including strategies, plans and all facets of probity, contract management and quality assurance
- Prepare, manage and execute design and/or construction contracts for a wide range of infrastructure packages, i.e. AS AS4000 and AS4906
- Supervise a Contracts and Procurement team to create, track and maintain records and other contractual requirements
- Lead tender and procurement processes and provide advice and support to Team Leader in evaluation and selection of tender proceduresTo apply for this position it is imperative that you possess a minimum of ten (10) years' practical international experience in public procurement and construction industry contracting in remote regions and/or developing countries.

This position will be remunerated in line with the Australian Government's Adviser Remuneration Framework (http://dfat.gov.au/aid/Pages/australias-aid-program.aspx) and will fall within Discipline Group C, Job Level 3.
