The Program

The Provincial and Local-level Governments Program (PLGP) is Australia's mechanism to support initiatives of the Government of Papua New Guinea that aim to improve service delivery by strengthening the capacity of sub-national levels of government. PLGP is at the forefront of forward-thinking strategies which contribute to the development of Papua New Guinea.

The Position

The adviser provides the PLGP, the Australian High Commission (AHC), the Government of PNG and other stakeholders with an avenue of strategic analysis from an advisory resource well versed in institutional leadership, the field of decentralisation and governance reform, engaging with the political level and bureaucratic heads, and with relevant work experience in Papua New Guinea.

As a senior advisory role in a large Governance Program, the position will provide thought leadership and influence on issues relating to decentralisation, service delivery and intergovernmental relations with a strong emphasis on political economy analysis.

The adviser will work closely and collaboratively with other program advisers in a team-based environment leading to common understanding and innovative working practices and approaches.

The Person

The ideal candidate for this position will have strategic experience and a demonstrated track record in providing sound technical support and policy advice to programs in the areas of decentralization and local development, planning systems, public finance, expenditure management and institutional strengthening in developing countries. You will bring to this role exceptional knowledge of the architecture of government decentralization (internationally, and across multiple countries).

We are looking for a skilled decentralisation expert who has the ability to think and work differently and provide cutting-edge thinking to development challenges.

The adviser is expected to have an outstanding theoretical and broad practical base in decentralization.
