CARE International is a leading humanitarian organization fighting global poverty and providing lifesaving assistance in emergencies. Its programs go beyond meeting basic needs at the onset of an emergency to helping affected communities recover and rebuild their lives long after the crisis ends. To this end, it is implementing a variety of longer-term development activities aimed at supporting the Puntland Government in the achievement of its development milestones. CARE works in partnership with the government, international NGOs, civil society, leaders and local authorities in order to bring effective and lasting change to the most vulnerable communities in Puntland.
1.0 PROJECT BACKGROUND & SUMMARY
CARE International is a member of SomRep consortium working in various districts in Somalia together with DRC, WV, ACF, and ADRA. CARE received funding from SIDA with the aim of building resilience in peri-urban, agro-pastoralist and pastoralist community in Sanaag region. The project implemented in the model of Somalia Resilience Programme (SomReP) will take a multi-year commitment to the same vulnerable households and communities with a package of integrated interventions to address multiple shocks that compound or are a result of the impacts of droughts. The resilience approach concentrates on securing what people have against predictable shocks, while building local adaptive capacity to deal with uncertainty and change. The SIDA funding is a three-year within which it should cover proposed activities.
The project activities entail supporting peri-urban, agro-pastoralists and pastoralist male and female- headed households and youth through capacity building to establish sustainable enterprises. The basis will be on vocational skills support, informed by marketable assessment to identify available opportunities. Further, groups or individuals may be supported to set up business initiatives through the provision of business skills training and guidance.
Peri-urban female and male-headed households and youth supported though capacity building are able to establish sustainable enterprises to strengthen their resilience to future shocks. The emphasis for peri-urban households will be on sustainable and marketable skills informed by a vocational skills and market assessment to identify opportunities for increased income.. Rural agro-pastoralist livelihoods will be supported to function effectively during harsh dry seasons and to consistently secure minimum household needs, with women in particular reporting increased meaningful participation in productive agriculture activities. This would be through training rural ago-pastoral households to increase income and productive assets through promotion of ‘Good Agricultural Practices (GAP)’ and income diversification; provision of inputs and grants for tools, equipment, seeds/seedlings with training on multiplication, mulching, and manure techniques to vulnerable households; supporting formation of active farmer/pastoral field schools. There will be efforts to link Agro-pastoral households and communities to early warning systems including weather services and climate change information to allow them to process and interpret the data and respond appropriately and establish linkages with peri-urban and pastoral communities to ensure comprehensive approach to disaster risk management. Increasing fodder production through training on fodder production, hay harvesting and construction of storage facilities and supporting households with productive and compensated work opportunities targeting rehabilitation efforts such as environmental conservation measures
2.0 CONSULTANCY BACKGROUND
Customary law has played a vital role in the management of natural resources in arid and semi-arid areas across the Horn of Africa. Research shows that customary law is not static but evolves to respond to changes in local and national contexts. This consultancy aims to document (Booklets) both traditional and formal community-based natural resource management by groups and institutions considering land use management systems and the role of customary law as control mechanisms. The findings will be used to help communities to re-invigorate customary practices and systems, clarify the rules, enforce them better at village level and form the basis for scaling up of traditional customary laws based systems to national level legislation. The discussions and inquiry will be conducted in 10 villages, as it is as much an exercise to document the traditional practices, as well as start local dialogue about how customary practices can be revived and built in to new legal frameworks.
3.0 OBJECTIVES OF THE CONSULTANCY
The objective of this consultancy is to develop booklets on traditional and formal ways of rangeland management practices with the aim of reviving and enforcing customary practices and systems among communities in Sanaag region, Punt land. Findings will also be also be mainstreamed in to legal frameworks for the environmental and rangeland protection.
4.0 SC**OPE OF WORK**
CARE is seeking the services of a reputable consultant with vast skills in in customary-based resource management practices to document traditional & formal rangeland management practices (groups/institutions) to support enforcement of customary law and ultimately the development and implementation of natural resource management law in booklets to be used at village level. The consultancy will be conducted in close consultation with all relevant stakeholders, such as the Ministry of Environment, Wildlife and Tourism (MoEWT) staff, regional and District authorities, Early warning committees, rangeland committees, local leaders, women, youth and project staff.
The consultant is expected to:
- Review all relevant existing studies/documents on rangeland management practices in Puntland and other relevant custom-based rangeland management practices focusing more on Sanaag Region of Punt land state of Somalia;
- Undertake the exercise at village level and engage community members in dialogue about traditional and formal NRM customary practices;
- Consult all relevant stakeholders in rangeland management such as traditional elders, local leaders, MoEWT staff, regional and district authorities; Early warning committees and Rangeland committees to identify traditional customary based NRM strategies. The engagement should result in information that points the traditional management of (i) ranges and other communal natural resources (water, wildlife & minerals) and (ii) community conflict arising from use of communal rangeland resources;
- Identify strategies from (i) and (ii) that could be revived for better management of rangelands and sound traditional mechanisms for conflict resolution, considering the changing cultural dynamics and livelihoods;
- Identify the roles played by the different genders and age groups (young, adult youth, elders) with respect to rangeland resource management both traditional and formal ways of managing the Natural resources.
- Document the strengths & capacities of local management systems with special attention to management of communal rangelands and controls over grazing as well as customary law governing the use of forest resources and other critical flora. This will subsequently support Village Committees to enforce these customary practices in NRM related cases at grassroots level;
5.0 METHODOLOGIES AND APPROACH.
In each location, participatory research techniques will be used to develop an in-depth understanding of traditional and institutional land use management practices and customary law. It will also include their evolution over time. The major part of this consultancy will be conducted in villages, as the exercise will aim to document the traditional practices, as well as start local dialogue about how customary practices can be revived. Each village will be taken through an exploration of the traditional mechanisms using PRA techniques such as timeliness and mapping exercises etc., and compare them to today’s governance approaches. The consultant and communities will also collectively agree on ways forward to improve the traditional systems. The participatory research will particularly focus attention on the management of communal rangelands, controls over grazing/water points, conflict resolution as well as customary laws governing the use of rangeland resources and other critical flora.
6.0 CONSULTANCY PERIOD
The consultancy duration will be for a period of 30days and publication of 3000 booklets on traditional and formal natural resource management. Consultants are required to quote days required for preparation, field work, analysis of data collected and final editing and reporting. CARE will cover all travel, accommodation and meal expenses while at field.
(i) A report covering traditional & formal rangeland management practices and publications of 3000 booklets ( summarized) on rangeland practices;
(ii) The report should be able to identify traditional customary (xeer)-based strategies (both past and current) used in the management of rangeland and traditional conflict resolution mechanisms;
(iii) The report should highlight how customary law has shaped the social, economic and political systems of sanaag in Punt-land with respect to the management of natural resources;
(iv) Finally, the report should be able to recommend any good management practices identified in the consultancy that could be revived for better management of rangelands and conflict resolution, while considering the changes in local and national context.
8.0SKILLS AND QUALIFICATIONS OF CONSULTANTS
We are looking for a consultant with the following skills and qualifications:
· Technically competent in conducting documentation of customary laws in line to natural resources management and also produce booklets
· Has background on natural resource management or related field at Masters level.
· Understand Somalia context and familiar to the environment in Sanaag
· Conducted similar assignment before with evidence.
· Immediate availability to undertake the assignment
The report should capture the information generated from the activities highlighted in the scope of work above. Deliverables will be submitted to CARE in both soft and hard copies by the consultants.
The expected date to start the assignment is from 27th September 2015 and end 26th October 2015.
