South Sudan is a recognized state and it ratified the UNCRC. The ratification of international and regional human rights and child rights instruments demonstrates on the part of the government their commitment to promote, protect and fulfil the rights of the child. These treaties are a roadmap for holding government to account on children’s rights.

The South Sudan government has recognised the need to prioritise children’s issues including dissemination of the Child Act, 2008. The Ministry of Gender, Child and Social Welfare and Save the Children International South Sudan Program are cooperating to ensure that a simplified version of Child Act, 2008 is produced. The purpose of this terms of reference, therefore, is to employ an experienced illustrator to illustrate and redesign the simplified version of the Child Act, to meet standard needed by stakeholders and children.

2.Purpose of Illustration

In 2013, Save the Children International through a consultant started working to simplify Child Act, but completed version did not meet the standard expected. SCI developed this Terms of Reference (TOR) to hire an illustrator to rework further on the simplified version of South Sudan Child Act 2008 to make it more simple and child friendly, so that it is easy understood by the users of this law.

Therefore, the illustrator will be required to review the standard of the earlier simplified version of the Child Act in order to make it more child friendly. However, SCI is looking for a qualify illustrator to work on the earlier simplified version of the Child Act.The illustrator will work closely with SCI, Ministry of Gender, Child and Social Welfare and Ministry of Justice in the production of the simplified version of children’s Act.


The overall objective is to design, simplify and edit with the aim of making sure that a simplified version of the South Sudan Child Act, 2008 is produced.

  1. Scope of work:

Under the guidance of the CRG Technical Advisor, the illustrator will lead in redesigning, illustration and editing of the current draft Child Friendly Version of the Child Act, 2008. This work will be a desk process and does not need consultant to be on ground in Juba.

q The illustrator will coordinate with Ministry of Gender, Child and Social Welfare, SCI and Ministry of Justice to ensure that country relevant and acceptable photos are used in the simplified version. The overall point person shall be Joseph G. Akech in SCI.

q Produce simplified Child Friendly Version of Child Act , 2008 (A CD ROM and a PDF copy, both in printable versions)

  1. Duration of the role

It is estimated that the tasks outlined in the Terms of Reference (TOR) take a maximum of 30 days to complete. However consultants are encouraged to submit their work earlier than this.

  1. Desired background and experience
  2. Previous experiences in illustration, redesign and publication
  3. Advanced university degree in the social/behavioural sciences with emphasis on law
  4. At least five years’ experience either working in design, illustration and editing
  5. Knowledge of current developments and practices in children issues in South Sudan
  6. Knowledge of the work of Save the Children and children’s rights and rights based approach would be an asset
  7. Ability to express clearly and concisely ideas and concepts in written and oral form.

7. Desirables

  • Knowledge of the children’s rights legal instruments and familiarity with the principles of ethical reporting on children
  • Knowledge of South Sudan laws
  • Previous publications of similar or related products


· Payment of the consultant shall be after the submission of final report and accepted by the project manager

· The illustrator will work with Save the Children CRG and Communication staff and will be provided with materials related to his/her work
