About the role
The Director of Program Development and Quality (PDQ) will is responsible for the overall coordination and management of Technical Advisor services, Monitoring & Evaluation, Project Design, Reporting, and Advocacy & Communication to ensure high quality programming in Vanuatu.
The Director of PDQ will work with the Technical Advisors and M&E Officer to ensure that Save the Children Vanuatu's programs use robust and effective monitoring and evaluation systems to ensure that the impact of programs, both planned and unforeseen, is measured and guides future programming decisions. The position is accountable for leading the Advocacy and Communications Officer (A&CO) to develop and deliver key messaging, campaigns and advocacy to further our programmatic goals.
The key accountabilities of the PDQ department include the provision of technical leadership on design, proposals, monitoring and evaluation, advocacy, communication and reporting.
The position and team will take the lead in broader representation with national stakeholders including Ministries, Donors and peer organisations. The Director of PDQ is a member of the Senior Management Team providing input and leadership on strategic, management and operational issues and will participate in regular meetings to discuss the strategic direction of the country program. The position leads a team which works closely with and provides advice, quality and technical direction and inputs to the Program Implementation Department who are responsible for all program delivery across the country.

Fluency in English and fluency in Bislama preferred (or a strong desire to learn).
At least three years overseas experience in program quality, including program design and development, program planning, monitoring and evaluation, and program logic.
Previous experience developing and implementing M&E systems.
Previous experience in advocacy strategies.
Previous experience in leading program designs and successfully securing significant donor funding.
Proven understanding of multiple donor requirements.
Sound understanding and experience of the child rights approach to development.
Proven capacity to develop skills and understanding of national counterparts.
Previous experience working and living in a developing country, particularly in the Pacific.
University degree, preferably in social sciences, management or international development.
